I know that characters can be Folk, Hyfolk, Weefolk, Meerfolk, Magefolk, wyr, Bywyr, and Trywyrfolk.

I know that Lizardfolk and Grimfolk exist but no character can be one. Any other known races? Iknow that all characters start off knowing Khalish, both Speak, Read and Write a rank 8. I know that wehile some Lizardfolk speak Khalish most seem not to know the language. What other languages are there? what would be the most useful to learn after Khalish? is Language considered a soft skill? I read about the difference between speaking and read/writing a language and ranking up one is discounted as long as the other is at a higher rank.

Other races that have been introduced into the world are...

Lizard-folk (they have their own spoken language that can be learned by anyone)
Near-folk (Orcs, they have their own language, but the Near-folk are not likely to teach any player character)
Grim-folk (Goblins, they have their own language, but the Grim-folk are not likely to teach any player character)
Mist-folk (unknown whether or not they have their own language, but up till now they have only been encountered in one scenario)
Shakra (a seemingly semi-intelligent shark species, they may or may not have their own language and have thus far been encountered in 2 scenarios)
Solar Sea Barbarians (southern barbarians, they have their own language, but they are not likely to teach any player character)
Dragons (they have their own language, but only members of the Sky Riders are taught it)

Any player who actually starts out as Poor Barbarian starts out with Speak at 8 but Read/Write at only 4.

Language is not considered a 'soft skill', but speak or read/write only count as half a skill for purposes of determining experience level.

That is correct, if one is higher than the other, then the other is a 1/2 cost I believe.

A language tree has been proposed, but as yet we have not had the time to review it, but while it may make things more realistic, it may also complicate things that have already been set in place.

Everbody knows Kalish. The Lizardfolk speak Lizardfolk, the grimfolk speak grimfolk. What do the people of the Polar Seas speak? What do the people at the equator speak? Do Merfolk have a "dsolphinspeak"? Do Hymagefolk have their own language? Is it worthwhile for a merchant to learn one or more of these languages? is a merchant more likely to find rare/costly goods outside of the DI? The DQ book stipulates that a murchant must be fluent in 3 languages to advance to higher ranks. is this a requirement in the DI campaign?

No, the Language rule for Merchants is not used in the Dragon Isles campaign.

As to your other questions...
Some of the tribes of the barbarians of the Polar Sea have their own language, but those of Helfang's Wolfen tribe and the Soaring Shrike tribe speak the language of the kingdom.
The barbarians of the Solar Sea also have their own language, but it would be very difficult to obtain a teacher to learn it let alone practice it during a game.
Merfolk, not the Meerfolk of the Kingdom, have not had any interaction with the kingdom for hundreds of moons so there is no way to learn their language, if they have one of their own; but the Meerfolk of the Kingdom do not have their own language.
Hymagfolk do have their own language, but (as with the Solar Sea barbarians) it would be very difficult to obtain a teacher to learn it let alone practice it during a game.
