I know that to gain a new skill outside of festival time, one must hire a trainer. However, the exception to this is the training provided by Schools,Guilds, etc.

Since I do not have access to a write-up on the War College (Army and Navy), I am uncertain as to which NEW skill I could acquire outside of festival day.

I am interested in gaining a couple of new weapon skills and Mechanician. Can I acquire theser outsidew of a festival day.

Also, does membership in the War College entitle one to a 10% discount on ranking up weapon skills as well as Military Science, Navigation, Ranger Ocean?

Almost any skill can be acquired outside a Festival Day. As for the War College, you are either a member of the Army or Navy, the benefits gained by branch are exclusive to that branch, but as far as I can see the War College does not grant a discount to Military Scientist.

We can go over more specifics at CODCon this weekend.

I thought the Army did provide a 10% off?

Edit:  All get 10% off of military science.  The Navy gives you Ranger and Navigation, where as the Army gives you weapons.

The 10% discount to Mil Sci is not in my copy of the GM version of the War College, but I will add it for future reference.

Suppose a character was to join, let's say for instance... the Brotherhood of the Silent Step.  Now, hypothetically, would said character be able to train in Alchemy outside of festival?  And could this be used to develope antidotes for poision (a skill that could have been quite useful at the last festival).  If so, how would one go about doing this?

That is correct.

If a guild or organization simply says it offers training in a skill, that means it will allow you to learn it at rank 0 outside of a festival, among other things.
