Crispen can summon effreets.  The book description basically says i can give them a task up to a month long.  I'd like to summon an effreet every week and give him the task to be my body guard and servant for 3 weeks.  In this manner I shoud have 3 effreets around all the time and if I backfire and the newly summoned effreet attacks me I'll have three effreets helping me fight it off.

How should I do the rolls?  At the beginning of a session I play just roll for that session and 10 times for the 10 weeks in between?

No, things like this can only be cast during an actual scenario.

I imagine Crispin will become notorious pretty quickly. Word will spread to the elemental planes as well as all over the Dragon Isles. In particular, the water elementals will set up a system to shadow him wherever he goes.

When the efreet(s) start appearing, so do the water elementals. Their tactics will be to show the efreet(s) the bottom of the nearest sea. In the Dragon Isles, that is never very far away...

I get the GM reaction to limit power and all, but really?

If I have one new effreet a week I've bothered 52 in a year (actually 48 on the DI calander).  How many effreets in the elemental plane?  As little as a million?  It's not a large enough percentage to do all that.   On a cosmic scale having 3 summoned effreets at any one time can't possibly draw notice by itself.  Not compared to the firey havoc Crispen wracks up with out any effreet help at all.  In a "high magic" campaign, it just can't be a big deal, there have to be greater things for the "powers that be" to do than notice something so small.

On another point, where do the water elementals come from?  Why do they show up for little old me?  If water elementals can just show why would they tolerate the 'folk' at all?   If a few effreet draw notice, and the opposite element reacts, why don't we see battles between the elements all the time?

How many effreets in the elemental plane?
Who knows? How many angels can dance on the head of a pin? Or there may not be so many at all.

... there have to be greater things for the "powers that be" to do than notice something so small.
The powers that be probably couldn't care less what folk on the Dragon Isles plane may do with their time- unless they are fooling with a plane other than their own.

On another point, where do the water elementals come from?  Why do they show up for little old me?  If water elementals can just show why would they tolerate the 'folk' at all?  If a few effreet draw notice, and the opposite element reacts, why don't we see battles between the elements all the time?
They show up because they have free will and they can, whenever there is a disturbance in the equilibrium of the planes.

Perhaps there are battles taking place on the elemental plane all of the time. Or perhaps all of the elementals on that plane have come to an agreement over the years not to fight each other, but the gloves come off on other planes. Or perhaps if a destabilizing entity threatens this agreement that is eons old, they all decide to combine their efforts to eliminate that destabilizing entity.
