Nintendo has mentioned a new, free Wii channel in development to allow the sharing of Miis. Wii owners will be able to publish and share Miis, and vote on them in popularity contests. The channel is supposed to make it's debut "soon", and should be downloadable on the Wii Shop Channel. It will likely also require an update, if the Everybody Votes Channel is any indicator.
